Along with the Findings of Fact, Conclusions of Law, and Order, Mr. Winter, under advice of his attorney, also submitted the Stipulation below to the United States District Court in Rochester, to be entered as a part of the Order. In this sworn document, Mr. Winter stipulates that he agreed to the Court's Order of his own free will.
